Tourism-dependent cities face intensifying competition for essential urban services among residents, commuters, and tourists. This study addresses a critical gap in understanding the distinct spatial and temporal patterns of these groups' activities in Kyoto, a city impacted by overtourism. Through ward-level analysis of time-use, commuter, housing, and land surveys, we identify high-conflict zones and periods. Findings offer insights into key areas of heightened demand, equipping urban policymakers with strategies to balance tourism management and ensure equitable access to urban services, thereby enhancing quality of life for all city users.
