Humanity has faced numerous global challenges throughout history. However, issues such as climate change, pandemics, the energy transition, food and water security, biological threats, and the new dynamics arising from artificial intelligence and advanced technologies are no longer problems that countries are able to manage on their own. The common feature of these problems is that they transcend national borders and necessitate international knowledge sharing, joint research capacity and multidisciplinary collaboration for their resolution.
Global problems that humanity faces have no boundaries and directly affect all societies. Therefore, it is inevitable that solutions to global problems must be based on the production of universal knowledge and international collaboration.
At this point, science provides the strongest common ground for humanity. Through its empirical approach, universal methodology, transparency and verifiability, science is able to bring together researchers from different cultures and political systems towards common goals. Scientific knowledge forms the basis not only for new discoveries, but also for trust, mutual understanding and sustainable partnerships between societies.
The reflection of this approach in international relations is science diplomacy. Science diplomacy is a multidimensional concept that encompasses the strengthening of international relations through scientific collaboration, the support of scientific research by diplomatic mechanisms, and the effective use of scientific data in the policy-making process. Key components of this approach include the global support for scientific research, the sharing of research infrastructure, the development of international funding mechanisms, and bringing scientists together within shared networks.
Science diplomacy is not only a tool for increasing academic productivity. It is also a strategic element of soft power that supports the achievement of global development goals, particularly the United Nations Sustainable Development Goals, enhances research and innovation capacity, builds trust between societies, and strengthens the international visibility of countries. The fact that many countries today have made science diplomacy an important component of their national strategies is a clear indication of the new role that science plays in international relations.
This transformation also brings a new perspective to the concept of scientific leadership. Scientific leadership is no longer limited to conducting high-quality research or producing scientific publications. It also encompasses the capacity to bring together different disciplines, institutions and countries around shared research objectives, to encourage the sharing of knowledge, and to transform scientific outputs for the common good of humanity.
Strong partnerships established among universities, research centres, public institutions, the private sector and international organisations are one of the key factors determining the success of science diplomacy.
