[ejb9XLcK-04]Cultivating Cooperation through Sustained Dialogue: The Hiroshima AI Process and Japan’s Science Diplomacy

Background / Context
Emerging technologies present a distinctive governance challenge: the technologies themselves are only partly understood and still evolving, yet their impacts are far-reaching and their stakeholders many. As generative AI diffused globally in 2023, jurisdictions pursued divergent approaches—binding legislation, voluntary commitments, state-led oversight—raising the risk of regulatory fragmentation. Summit declarations alone rarely translate into durable cooperation.
Key Issues or Challenges
Under such uncertainty and divergence, dialogue and deliberation—often treated as peripheral—become essential. Because complexity and the potential for conflict run high, it is worth stepping back to build consensus on a shared, evidence-informed understanding. This talk asks whether that approach works in practice.
Approach / Perspective
Drawing on my research on Japan’s science and technology diplomacy and advisory work for its government, I trace the Hiroshima AI Process, launched under Japan’s 2023 G7 Presidency, asking what sustained dialogue has opened up. A shared baseline: the OECD’s stocktaking of risks and opportunities—welcomed by ministers as a first step—subtitled Towards a G7 Common Understanding on Generative AI. Adaptable norms: the International Guiding Principles and Code of Conduct, framed as living documents. A learning loop: nineteen organisations’ first voluntary reports, published in 2025, generated OECD analysis, while pilot feedback and stakeholder input informed Framework Version 2.0 (2026), streamlined to ease participation for smaller enterprises. Deliberation at scale: at the second in-person Friends Group meeting (Tokyo, March 2026), 190 participants from thirty-five countries and regions met in three-hour breakout sessions, a university researcher among the moderators. A widening circle, in Japan’s wider AI diplomacy: the AI×Trust Program, a week-long programme for AI policy officials from Brazil and six Southeast Asian countries.
Key Messages
The record suggests the foundations of cooperation were cultivated rather than declared: questionnaires, consultations, meetings, and reporting helped participants build a shared vocabulary and comparable practices. For technologies this uncertain and consequential, stepping back to science appears a practical route, not a detour.

Convening, listening deeply, and translating across scientific, industrial, and policy communities are forms of leadership scientists can exercise—as the women scientists gathered at this Forum demonstrate. Launched at the 2023 G7 Hiroshima Summit, the process shows how sustained scientific dialogue can serve as an instrument of peace.
