The evolution of ocean prediction has always progressed with the development of ocean observing networks. For example, the establishment of the Tropical Atmosphere Ocean (TAO) buoy array laid the foundation for building prediction systems for El Niño–La Niña events, major oceanic variations that drive global climate fluctuations. Meanwhile, the launch of the satellite altimeter TOPEX/Poseidon stimulated the development of ocean prediction systems targeting ocean currents and mesoscale eddies, and led to the lunch of the international project Global Ocean Data Assimilation Experiment (GODAE). GODAE also strongly supported the establishment of the global Argo array, which provides continuous global observations of temperature and salinity profiles essential for ocean prediction. The realization of the Argo array dramatically improved the ability of ocean prediction systems to reproduce temperature and salinity variability. In recent years, the advancement of BGC-Argo floats, which observe biogeochemical variables, has accelerated the development of prediction systems for marine ecosystems and biogeochemical processes.
As described above, ocean observing networks provide tremendous benefits to ocean prediction, yet their maintenance and operation require substantial financial resources. It is therefore essential to continuously communicate their societal importance. For this reason, GODAE’s follow-on projects—GODAE OceanView and OceanPredict—established an Observing System Evaluation Task Team, which has continuously assessed the impact of observations on ocean prediction, shared the results with the international ocean observing communities and broader society.
The United Nations has designated the period from 2021 to 2030 as the UN Decade of Ocean Science for Sustainable Development (hereafter, the UN Ocean Decade), and is promoting a wide range of activities to advance the contribution of ocean science to the Sustainable Development Goals (SDGs). The UN Ocean Decade outlines seven expected outcomes for the ocean, one of which is a “Predicted Ocean.” To achieve this vision, the OceanPrediction Decade Collaboration Center was established, and numerous UN Ocean Decade programs and projects have been launched to advance ocean prediction technologies and promote their use within the society. In particular, UN Ocean Decade project Synergistic Observing Network for Ocean Prediction (SynObs), led by the OceanPredict Observing System Evaluation Task Team, promotes activities to conduct fair, system-independent assessments of observation impacts using multiple ocean prediction systems in collaboration with ocean prediction centers around the world. The project aims to widely disseminate the results at the international ocean observing conference, OceanObs’29, and to contribute to the further advancement of global ocean observing networks.
