In the face of looming national-scale catastrophic disasters in the near future, Japan is approaching the limits of its disaster preparedness and response capacity due to population decline and constrained resources. As a result, there is an urgent need to fundamentally reassess societal disaster risk reduction policies and emergency response strategies. Meanwhile, information technologies continue to advance rapidly, and environments enabling the integrated utilization of rapidly expanding and interconnected data are becoming increasingly widespread.
Against this backdrop, the National Research Institute for Earth Science and Disaster Resilience (NIED) is undertaking research and development aimed at enhancing social disaster resilience. This involves initiating digital transformation (DX) in the disaster management field, placing “information” at the core, and effectively supporting the efforts of various entities. NIED places particular emphasis on action research, collaborating with disaster response agencies and other organizations. This approach involves working on-site to identify research topics from technologies and social systems, proposing solutions to society, and working toward their resolution.
Since 2014, NIED has conducted research and development focused on achieving a common operational picture through cross-sectoral information sharing among disaster management organizations. Through action research conducted by ISUT (Information Support Team), jointly established with the Cabinet Office, Disaster Management, NIED developed SIP4D (Shared Information Platform for Disaster Management). The Cabinet Office adopted these research developments, and operational deployment began in April 2024 under the system name SOBO-WEB.
Since 2023, building upon this information-sharing and distribution framework, NIED has expanded its R&D efforts to further advance the integration, analysis, and utilization of disaster-information through collaboration with a wide range of organizations. These initiatives include: 1) R&D to support damage assessment through the integration of satellite and ground-based sensor data, 2) R&D for the real-time generation of actionable information products that enable accurate decision-making and response actions, 3) R&D of information systems that support on-site operational agencies in affected areas.
Furthermore, beyond its own research activities, NIED has initiated the construction of a collaborative R&D infrastructure- “Disaster Cross-View Lab” aimed at promoting the digital transformation of disaster research itself through co-creation among industry, government, academia, and civil society.
Through advancing information-driven research and development in partnership with diverse stakeholders, NIED will continue to catalyze digital transformation in the disaster management field and contribute to enhancing societal disaster resilience.
