Dumaguete, a city located in the island of Negros Oriental in the Philippines, is known for its vibrant socio-cultural spaces where street vending thrives, particularly along the city’s bayside. These markets offer diverse food options and serve as hubs for leisure, tourism, and civic life. Beyond their economic role, street vendors act as carriers of social fabric and contribute to cultural identity, redefining public spaces and strengthening social bonds. Moreover, aligned with development goals, Dumaguete has recently embraced smart city initiatives to promote overall progress. Literature highlights that integrating cultural identity into strategic planning strengthens governance, fosters cooperation between public, private, and civil sectors, and ensures inclusive development. However, the implementation of current smart city plans presents a risk of diminishing these socio-cultural spaces due to urban expansion and other development projects. Currently, street vendors, as cultural actors, remain underrepresented in urban development planning discussions. Like many coastal cities, Dumaguete faces the dual challenge of balancing economic modernization while preserving cultural landscapes. As such, this study seeks to ask: How can the Socio-spatial Culture of Street Vending be integrated into Urban Development and Smart City initiatives in Dumaguete City? Through a case study approach, the research employs interviews, document analysis, and observation to explore street vending’s role in urban and smart city development. Street vendors are more than mere economic actors, they create spaces where culture, society, and commerce intersect. By acknowledging its cultural value, integrating street vending into city planning can enhance urban vibrancy and promote inclusive growth. This study aims to inform the creation of local policies that prioritize a citizen-centered approach that ensures the preservation of Dumaguete’s socio-cultural identity.
