[1H03]Global value chain intermediation for export-oriented agriculture: Understanding the role of innovation intermediaries in the Philippine mango industry

Addressing longstanding structural gaps and hindrances in the Philippine mango industry requires assistance beyond providing producers a variety of support to ensure a harvest. It has been observed that the industry hosts a significant number of innovation intermediaries whose roles have yet to be fully understood, limiting the industry’s capability in maximizing the potential outcome they can do by intermediating within and across the Philippine mango value chain. This study expands upon a previous report on the mapping of the industry’s value chain and innovation system by describing the role performance and key-capability building of innovation intermediaries found in the Philippine mango value chain. Through an embedded case-study approach, the researcher conducted sets of interviews with a variety of the industry’s intermediary organizations to build the encompassing case. A total of ten organizations were included as embedded cases, comprising two government agencies, three public research institutes, one industry association, two social media groups, a private company, and one non-government organization. The researcher finds key differences between role performance between public and private sector intermediaries, particularly on the primary role performed, the value chain segment they prioritize performance on, and the variations in role performance by specific categories of organizations. However, role performance not traditionally observed in some organizations is also observed. For capability-building, the researcher finds that congruence with the literature on intermediaries developing their capabilities stemming from their purpose and mission. In addition, human resource development is found as a significant key-capability. This study also uncovers several factors that affect intermediary role performance and key-capability building. Finally, the researcher offers policy and management implications and recommendations based on the findings of this study.
