[1H06]Artificial Intelligence Governance Architectures for Sustainable Development: The Cases of Brazil, Chile, and Uruguay

In an increasingly complex and interconnected world, Artificial Intelligence (AI) has emerged as a disruptive driver in the global efforts to achieve sustainable development. Countries in the Global South, including those in Latin America and the Caribbean (LAC), are no exception. While AI adoption in the region faces considerable challenges related to infrastructure, governance, and human capacity, some countries, most notably Brazil, Chile, and Uruguay, have positioned themselves as leaders, offering valuable lessons for the rest of LAC. However, systematic comparative analyses of their AI governance architectures remain scarce. To address this gap, this study examines how the AI governance architectures of Brazil, Chile, and Uruguay approach sustainable development.
The analysis applies Lancaster’s (2007) framework, focusing on four core dimensions: institutions, ideas, interests, and organizations. This qualitative study draws on primary and secondary sources, including high-level public statements, official reports, development policy documents, press releases from relevant authorities and government agencies, as well as materials from multilateral organizations and specialized literature.
The findings suggest that these three countries have advanced not only in applying AI technologies but also in consolidating AI governance architectures that support their sustainable development agendas. These initiatives include the formulation of national strategies, ongoing discussions to adopt or reinforce legal frameworks, and the creation of dedicated organizations to oversee AI-related policies.
