Exploring Korea’s past and prospective path in the cultural heritage ODA, this paper opens a discussion on its donor identity as the only Southern donor in the club of Northern donors, the Development Assistance Committee at the Organisation for Economic Cooperation and Development. In 2019, Korea completed building the national museum in the Democratic Republic of the Congo. Sympathisers of the restitution of colonial-looted art hailed the completion, noting that the digitally equipped new museum nullifies the former colonisers’ claim that the absence of adequate facilities justified withholding such returns. Yet, no significant returns have been made yet. The paper suggests a fresh strategy to fill the facility using AI-enabled knowledge frameworks of museum curation. Simultaneously, the paper argues that although Korea, a leading country in AI industry and the only Southern donor, appears to be well-positioned for such path-breaking ODA, Korea’s twisted Southern identity hinders the process of decolonising cultural heritage ODA.
