Civil-military relations in the Philippines have always been fraught, marked by mistrust and an imbalance of power typically favoring the military. This stems from a long history of the armed forces expanding and justifying their roles in society to the point that these roles have become normalized. Despite this, the military generally enjoys high favorability ratings in public opinion surveys and continues to play a prominent role in various areas, including disaster response and development initiatives.
In addition to their internal security responsibilities, the Philippine military has also revitalized its external capability efforts in the wake of escalating security challenges in the West Philippine Sea. This situation has largely been framed through a militarized lens, conjuring images of water cannon incidents and other escalatory confrontations at sea. These developments have spilled into public consciousness, along with the emergence of civil society-led initiatives. Viewed through the lens of human security and the blue economy, they emphasize environmental protection and the plight of fisherfolk communities directly affected by these maritime tensions.
Drawing from public opinion data, this research explores the drivers of trust among the Filipino people towards the military. This offers insights into the dynamic, shifting nature of civil-military relations in the country, examining how the expanded roles of the military affect military professionalism and its relationship with civil society.
