1. Background and Research Question
Aging society is quite common in our whole world. Japan is one of the most advanced countries in terms of challenges of rapid depopulation and abandoned houses. We conducted field survey in Japan and the UK to understand the possible solutions, especially for utilization and revitalization of traditional old houses. Why is this so important, now? Because we identified big policy differences on the vacant house problems among the local towns.
2. Information, Data and Analytical Methods
In this article, we conducted a comparative study among those target towns to understand the value of the regional revitalization policy.
In the UK, the arguments for elderly people for their suitable house are completely different from Japan’s arguments. According to Professor Les Mayhew at the University of City University, London, “UK housing policy should focus as much on ‘last-time’ buyers as it does on first-time buyers. Downsizing holds the key to this.” That means smaller houses are important for elderly people since they are living alone or just old couple without any children.
For Japan, the author conducted field study in local towns including Shiga, Gifu, Akita and Iwate prefecture. Japan’s arguments for empty houses are completely different. They are all trying to attract younger people to live in their empty houses. The population decline rate is the highest in Akita, Iwate and Gifu prefectures. However, Shiga prefecture is much better than those prefectures. spendings.
3. Major Findings
We can categorize them into two groups, bottom-up and top-down groups. Especially, pricing policy among them are completely opposite. Rapid de-population group paid much attention to attract younger generations, but moderate de-population group paid much attention to upgrade visitors’ payment.
From our findings, we can recommend local governments to establish bottom-up approach instead of top-down approach.
