Driven by rising consumer demand for sustainable and ethical food choices, the rapid growth of plant-based milk and meat alternatives has outpaced existing regulatory frameworks in many developing countries, including the Philippines. Despite positioning these products as substitutes for conventional animal-based foods, significant regulatory gaps persist in product labeling, food safety oversight, and nutritional standardization. In particular, the absence of clear definitions for plant-based “meat” and "dairy," inconsistent labeling practices, and limited guidance on nutrient fortification contribute to regulatory ambiguity. Fragmented international standards and uneven local regulatory capacity further compound these challenges. This work synthesizes available literature and policy documents to identify key regulatory bottlenecks affecting the governance of plant-based alternatives in the Philippine context. Preliminary findings highlight the need for harmonized labeling standards that ensure transparency without misleading consumers, strengthened food safety guidance specific to plant-based products, and nutrient profiling frameworks that account for both fortification practices and dietary relevance. This paper proposes initial policy directions aimed at enhancing regulatory clarity while supporting innovation in the alternative protein sector. By addressing gaps in labeling, safety, and nutritional standardization, the recommendations seek to strengthen consumer trust and improve regulatory preparedness as the plant-based alternative continues to gain market prominence.
