[1K05]Institutions for resource conservation and sustainable regional development: the case of recreational fisheries in Patagonia.

Recreational fishing has become an important leisure activity and source of income to local and regional communities. However, small attention has been paid on its environmental and fish captures’ impacts compared to commercial fisheries. Cooke and Cowx (2006) argue that recreational anglers can have access to areas that are inaccessible to or unprofitable for commercial fisheries, leading to also alter fish stocks in certain regions. Therefore, an appropriate recreational fishing management and responsible practice are crucial to conserve resources and contribute to local and regional development. This study explores the various mechanisms adopted by involved actors, such as fishers, private and public organizations to utilize and conserve aquatic resources from the institutional and human dimension perspectives. Scholars, such as Pitcher (2002), Arlinghaus (2006), and Granek et al. (2008) sustain that recreational fishing can reconcile the use and conservation of fish resources through institutional systems. Some of the systems include the creation of formal and informal institutions and cooperation. We examine the case of Patagonia recreational fishing located in the southern region of Argentina, addressing stakeholders’ cooperation schemes in designing a common angling regulation to conserve resources and promote recreational fishing development at a regional level. We conclude discussing how group of anglers and regional entities interact and coordinate to build a collective cooperation mechanism to use and share resources in the long term. Notwithstanding, issues concerning monitoring and environmental dilemmas prevail as future challenges to be tackled for the development of local and regional angling activities.
