[1K06]Factors affecting a cultural heritage village’s resilience in Central Vietnam to withstand the pressure of flooding

The local people in flood-prone areas generally have their own ways to adapt to flood-related events. While some households modify and consolidate their current sources of livelihood, others take a more radical approach, changing their livelihoods or even their location of residence. To achieve greater awareness, we integrate the Zurich Flood Resilience Framework, USAID Resilience Capacities, and the SRAB model (Structure, Resource, Agency, and Behavior Change) to understand the resilience capacities of households in a cultural heritage village to cope with flood risks. Heritage preservation, which might limit the transforming power of inhabitants, distinguishes this place from other communities. This research investigates the factors affecting households’ flood-related resilience in a cultural heritage village in Central Vietnam. At the beginning of the twentieth century, the village’s economic condition declined due to a decrease in the production of traditional pottery. Hence, youth migrate to big cities to look for new occupations. In 2013, a community-based tourism policy was applied to the village, but it could not reverse the trend. To achieve the research objective, we collected both qualitative and quantitative data from 25 key informant interviews and one group discussion by semi-structured questionnaires. The results indicate that social capital and local knowledge are robust in their absorptive and adaptive strategy. Households are classified into three groups: (1) the absorptive group, comprising the elderly with low educational attainment who rely on passive income; (2) the adaptive group, consisting of the main labor force earning income from pensions; and (3) the transformative group, composed of younger, highly educated individuals who have transitioned to the service activities. As a result, their human and financial resources constrain their innovative process.
