Moiré photonic crystals (PhCs) offer novel ways to control the light and have led to various exciting phenomena including flat band light localization [1]. One dimensional (1D) moiré bilayer PhCs are a simple but profound platform supporting moiré flat band modes with tight spatial confinement [2]. Previously, we investigated moiré bilayer PhCs with staggered potential, which was implemented by double periodic perturbation of each PhC layer [3] and observed moiré flat bands robustly appeared in the frequency range of the second bandgaps of the individual PhCs. In this work, we extended our study to optical modes emerged in the first band gap of the PhC and found that the introduction of the staggered potential leads to flat band localization in a wide parameter space.
